this morning. it's a big development in the fight against syria and a new level of u.s. involvement. we just learned within the past few hours the defense secretary leon panetta signed an order sending two patriot missile batteries to turkey. that's to assist that nation in defending against any pollible military action by syria. this move was expected as the civil war in syria destabilizes the assad regime with each passing day. in addition to this, 400 u.s. troops are going to turkey. they will be deployed to operate the missile batteries. cnn's nick payton walsh has the development. >> reporter: good morning. 400 personnel will be accompanying the batteries. let me give you history. over the past two months, we saw sporadic exchanges of fire across the border. syrian military firing into turkey causing often destruction and death. turkey often responding. that brought about this request to nato for patriot missile batteries. they're supposed to be there. this particular type better at taking out missiles in the sky rather than taking down aircraft. but this move part of a nato response. a

that it would be difficult to ratify an u.n. treaty that is based on existing u.s. law. but then again you might not have met the modern republican party where ideological zealots rule. on july 26 1990, president george bush sr. signed the americans with disabilities act. the bill passed the house and the senate with only 34 legislate34legislators total opposing it. yet today 38 republican senators voted no on the u.n. treaty that would extend the ada to the rest of the world. inclusion six who had voted yay on the bill in 19 ott. this was sufficient to block it. the treaty was adopted by the united nations six years ago and has since been ratified by 126 countries, just not the united states. even a last-minute appeal by former senator bob dole himself a disabled veteran, as well as every major veterans group and even the chamber of commerce could not sway senate republicans. but this is what has become of the republican party. a party whose views often dissend to the lowest common denominator and defined by paranoid fears of the u.n. that are devoid of any fact whatsoever. so one could underst

the necessary paperwork. he talked to u.s. customs and verified with them that the gun did not violate any mexican law. the two allegedly handed the mexican officials the paperwork regarding the rifle, but instead of continuing on their way to costa rica to go surfing, hammer was immediately detavend, dragged away to -- detained, dragged away to a notorious jail in matamoros, mexico, where they jail narcoterrorists. this is a picture of the marine when he served america. this is a picture recently taken in the matamoros prison. as you can see he's in solitary confinement and like back in the old days chained to his bed because so he won't go anywhere all because of a mixup of what the law is and what should have happened to him at the border. so he's being held as a criminal because the size of the barrel of that rifle was apparently too long. even though u.s. customs told him he was not violating any mexican or american law in having the rifle. hammer had no criminal intent when he took that old rifle into mexico. john hammer should not have to spend another holiday away from his family.

of how we keep guns out of places that they are not allowed to be in this country, the u.s. congress in 1988 passed something called the undetectable firearms act. it said basically, your gun has to be detectable in an x-ray scanner. it has to have the equivalent x-ray signature of 3.7 ounces of stainless steel, even if you take out the magazine and the stock and the grips. even with those parts taken off, the remaining guts of the gun need to have a substantial metal component. so they will be seen on an x-ray machine. because of that law, we do not have fully plastic guns. that law was first passed in 1988. it was not particularly controversial. the vote in the house on that was 413 to 4. and president ronald reagan signed it. and tyranny was not unleashed upon the land. it is not controversial now that it is illegal to manufacture or sell a gun in the united states that is built to evade detection by standard means. we don't have plastic guns. we banned plastic guns. the ban has been renewed several times since. it is up for renewal again next year. when it comes up for renewal ne
